SENIOR MANAGER, TRADE COMPLIANCE

Overview The Sr Manager, Trade Compliance works closely with PDM teams to provide classification and insight on import export duties, regulations and other requirements. ).• Develop, implement and manage import policy and procedures, maintain customs compliance manual and process updates based on changes in company operations and changes in the regulatory requirements.• Ensure proper documentation and record keeping of all product classifications, including approval of proper trade documents and post entry audits, including any electronic filing requirements• Build and maintain effective relationships with customs brokers and CBP officials.• Develop, implement and conduct internal self-assessment audits to ensure compliance with government requirements specific to foreign trade, such as free trade agreements, and country of origin verifications.• Manage and approve record keeping processes for product classifications, post audit entries and all documents as required for trade preference programs, such as USMCA Certificates and AGOA certificates.• Manage First Sale Program to further reduce duty paid on imports.• Manage communication with CBP and CBSA on any requests and prepare and present documentation as required.• Research, analyze and interpret conditions of regulations, guidelines and rulings on US and Canadian Customs issues for communication to key internal parties, such as QA, Product Development, Sourcing, and Merchandising.• Actively monitor the development of trade legislation and regulations and provide analysis as requested.• Maintain customs compliance process performance criteria and monitor against standards.• Responsible for conducting quarterly management reviews with customs brokers.• Manage post entry filing and duty refund reporting for overages and shortages, yearly customer shipment drawback and other individual drawbacks, as necessary.• Manage post entry filing and duty refund reporting for overages and shortages, yearly customer shipment drawback and other individual drawbacks, as necessary• Manage training of key associates to ensure appropriate understanding of required procedures for customs and trade compliance.• Effectively supervise direct reports who handle daily purchase order tracking and import operation oversight into US and Canada.• Assist divisions with exporting and importing needs for purposes, such as photo shoots, buying trips, product transfers and return to vendor shipments• Communicate with agents and vendors, providing feedback on their compliance to company requirements relating to import regulations, and aiding with any inquiries. • Bachelor's degree in related field and 7+ years import/export compliance experience with a background in apparel entry, textile terminology and classification.• Customs Broker license required.• Supervisory experience preferred.• In-depth knowledge of the Customs Regulations, free trade agreements, and the Harmonized Tariff Schedule.• In-depth knowledge of marking and country of origin requirements, and factory production document familiarity.• Significant experience working with Customs and other regulatory agencies.• Thorough knowledge and experience with US and Canadian Tariff classification systems.• Extensive import/export compliance background, including management of external vendor and broker relationships, as well as experience with internal company import/export policy and procedures.• High level of attention to detail with demonstrated capability to accurately manage, organize and analyze large quantities of data.• Active learner who maintains current knowledge of import/export rules and regulations.• Possesses sound judgement, is decisive and solution oriented.• Proven ability to effectively manage multiple complex tasks concurrently.• Strong written and verbal communication skills, with the ability to effectively convey information to a multiple teams and multiple levels within the organizations.
